How much does T. Boone Pickens stand to make from his Wind and Natural Gas play?

T. Boone Pickens has proposed an interesting energy reform plan based on Wind and Natural Gas. He's obviously invested in those sectors (he wants to build the world's largest wind farm near Pampa, Texas) so how much does he stand to make if his plan gets legislative backing/support etc?
